The Rules Have Changed. More Missourians Than Ever Before Now Qualify for Expanded MO HealthNet.
Thanks to Medicaid Expansion in Missouri, even more residents than ever can now qualify for MO HealthNet, the state’s Medicaid program. With this expanded coverage, you gain access to essential care, including doctor visits, regular checkups, and prescription medications. In addition, our health insurance counselors offer free, personalized guidance so that you can understand your options and complete the application process with confidence.

Applying for Health Insurance Marketplace Coverage
Open Enrollment for 2026 runs from November 1, 2025 through January 15, 2026. Outside of those dates, you’ll need a Special Enrollment Period triggered by a qualifying life event (for example: losing Medicaid or job-based coverage, moving, marriage/divorce, birth/adoption). The Health Insurance Marketplace plans can offer affordable coverage, even if you no longer qualify for Medicaid. If you’re uninsured, underinsured, or have had a life change, you may still be eligible. Many people qualify for financial help that reduces premiums and out-of-pocket costs.
What Do Health Insurance Marketplace Plans Cover?
All Marketplace health plans offer coverage for:
- Doctor visits
- Hospitalization and emergency care
- Prescription medications
- Behavioral health and rehabilitation services
- Pregnancy care and pediatric services

Health Insurance Marketplace Eligibility
You may qualify for a Marketplace health plan if you’ve recently lost Medicaid, experienced a major life change, or if your income falls within a certain range based on your household size.
Marketplace plans are available to U.S. citizens, nationals, and some noncitizens who meet certain requirements. If you’re not sure whether you qualify, our team is here to help you explore your options and guide you through the application process.

Financial Assistance and Taxes
Most people qualify for financial help to make coverage affordable (premium and cost-sharing reductions). If you received advance premium tax credits, you must reconcile them on your federal tax return using Form 1095-A. We can help you retrieve your 1095-A and answer tax questions.
Keep Your Plan Updated
Once you’re enrolled, remember to report any life changes, such as:
- Getting a new job or changes in income.
- Moving to a new address.
- Getting married, divorced, or having a child.
These updates ensure you keep the right coverage based on your current needs.
Using Your Health Plan
After enrolling, it’s important to use your health plan to stay healthy! Be sure to:
- Find a Primary Care Provider (PCP) within your plan’s network.
- Schedule your annual physical or wellness visits.
- Use your plan’s benefits to manage and improve your health.

Uninsured Women’s Health Services Program
Family planning and wellness care for women ages 18 to 55 without insurance.
At Samuel U. Rodgers Health Center, we’re here for women who don’t have insurance but still deserve care.
The Uninsured Women’s Health Services Program covers birth control, screening and treatment for sexually transmitted infections (STIs), and annual wellness exams for women ages 18 to 55 who qualify under income guidelines.
For example, a woman in a four-person family with a monthly income of up to $5,520 may qualify.
If you get covered through this program, you can see any doctor or other health provider who accepts Medicaid. This includes health clinics that provide free or low-cost care, such as Title X clinics.
Birth Control, Wellness Exams, and STI Care — Even Without Insurance
Our Health Insurance Services team can help women ages 18 to 55 access free or low-cost care through the Uninsured Women’s Health Services Program.
What to Bring for Your Appointment
To streamline your application process, please bring personal and employment documents for all household members. This includes personal documents for every member of your household, such as:
Names and dates of birth.
Birth certificates for each person age 18 and younger.
Driver’s license or government ID for each person age 19 and over.
Social Security cards for anyone applying for coverage.
Any immigration documents you have, such as Permanent Resident Cards, Alien Registration Numbers from I-94, I-571, I-766, I-797, visa.
A MO HealthNet card for each person who has one or Medicaid cards from another state.
Proof of Missouri residency such as utility bill or another bill with your name and address on it.
Confirmation of pregnancy from a clinic or hospital.
Employment documents for every working member of your household:
Pay stubs, for the last 30 days, for each person who works.
Most recent federal income tax return and W-2 forms. For anyone self-employed, include the Schedule C tax form.
Information on any offer of employer coverage for anyone eligible.
